​​This paper refers to the environmental pollution control using optical diagnostics of open water areas, the analysis of the characteristics and criteria of habitability for industrial and lifestyle facilities, heat- power and engineering objects as a part of the thermal envelope of Word Ocean for inclusion in any database of economic forecasting. The idealized models of water media of the Earth surface at combine heat exchange are discussed. These models give the opportunity to obtain the heat-power and thermoradiant characteristics for each element of важнейших природных ресурсов жизнедеятельности человечества water media. Heat-power and thermoradiant characteristics of pure and polluted seawater under technosphere elements action (oil spill) is introduced. The papers considers the thermodynamic disbalance of polluted water media. The theoretical approach and numerical simulation allowed to state that natural complex heat exchange of water   with large technogenic pollutions could be destroyed by redistributions of reflected, absorbed and emitted radiate thermal fluxes and also evaporation  within the water -atmosphere interface. The formation of unusual apparent optical properties and subsurface temperature profiles are analyzed.   Calculated model with the confirmed forecast of the Gulf Stream overcooling (and even freezing) in the Polar Regions in winter  2010-2011 are given. Two opposing trends of human development under limited and unlimited amount of heat-power resources are analyzed​​
