Research of formation and development of rural employment potential (EP) has started relatively recently - since the late 80s of the last century. These problems become particularly important due to the sharp discrepancy between the size of rural territories and population size, and accumulated imbalances in the training and employment of staff of an agricultural profile. Particular relevance is acquired by the conformity assessment of qualitative and quantitative characteristics of the EP of the Russian regions and jobs. The challenge of EP assessment is related to food security of the country and determination of the potential of occupational opportunities for the population of the production of necessary agricultural products. In the context of economic sanctions the development of EP becomes an important factor for sustainable development of the country, while for the rural territories this important factor is condition for setting a background for import substitution of agricultural production. In this article the authors tries to solve the problem of methodology for assessing the EP of the rural population substantiation. The article analyzes a wide range of opinions about the EP evaluation in general and in rural territories in particular. The suggested method allows to rank the rural territories in terms of EP development level, to cluster entities according to the development level of the individual components, to determine the level of development of the EP of the rural population in the districts of the country. Evaluation based on the suggested method may serve as a basis of substantiation of the strategy for the development of the EP of rural population. Issues of development of EP of the people employed in agricultural sphere acquire a special urgency related to the need to develop a new concept of reproductive labor resource concept corresponding to Russian geopolitical interests.
