THE MODEL OF THE SYSTEM OF STRATEGIC PLANNING OF SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT OF CHINA: LESSONS FOR RUSSIA
Annotation: The purpose of the study was to study the system of strategic planning of scientific and technological development of the People's Republic of China. In the course of the research, the author's team set and solved the following tasks: 1) a model of the strategic planning system for the scientific and technological development of the People's Republic of China has been developed; 2) the main principles and requirements for the design of indicators of the scientific and technological development of the People's Republic of China have been identified. The key result of the work is the "Model of the strategic planning system of the NTR of the People's Republic of China", which reveals the system of goal – setting for the scientific and technological development of China, the system of mechanisms for implementing the goals of the NTR, shows the institutional field of documenting the system of planning and programming of the NTR, as well as the system of monitoring and monitoring of the NTR. A special feature of this model is the proposal to structure the priorities of the scientific and technological development of the NTR of the People's Republic of China into theoretical and functional ones, and the emphasis on mechanisms for implementing the goals of the NTR that contribute to improving the efficiency of the economy in the public interest. The proposed model can serve as a structural basis for the development and improvement of the formed system of strategic planning of scientific and technological development of the Russian Federation, especially in the direction of strengthening the goal-setting system, designed to serve as a guide for participants in the strategic planning of NTR and containing specific qualitative and quantitative indicators that serve as a tool for monitoring the dynamics of the implementation of the goals of NTR.

"POVERTY" OF EUROPEAN CIVILIZATION
Annotation: European civilization is the highest historical level of development of human society. The most important feature of this level is the constantly ongoing fight against poverty which was absolutely not a characteristic of other civilizations. But the fight against poverty on a social scale is based on the redistribution of cash income in favor of needy members of society. The increase in the scale of this kind of redistribution reduces the incentives for economic growth, and therefore, there is a tendency for the stagnation of European civilization which is fraught with the possibility of its historical death. Another danger for European civilization is rooted in the problems of migration policy and the low reproducibility of the indigenous population of Europe. The lack of growth of the indigenous population undermines the need to preserve civilization in the future. Integration with Russia is one of the most important factors for the preservation of European civilization. Sanctions against Russia as one of the largest countries of European civilization do not contribute to the prosperity of this civilization.

DIRECTIONS FOR THE DEVELOPMENT OF A SYSTEM FOR EFFECTIVE MONITORING OF THE IMPLEMENTATION OF STATE PROGRAMS AND NATIONAL PROJECTS
Annotation: The article proposes the general content of the strategy of socio-economic development of Russia in the light of strengthening economic security and strengthening the country's position in the world market. The article considers the issues of increasing the efficiency of the use of state programs in the system of strategic planning and achieving the national development goals of the Russian Federation for the long term. The mechanism for the implementation of national projects through their incorporation into government programs is described. Proposals are put forward in terms of assessing the quality of projects of state programs in order to increase their effectiveness and efficiency, to strengthen their focus on achieving national development goals of Russia for the long term.

Annotation: Postindustrial society (in the author's understanding) is an information society, this category is currently used everywhere. According to F. Machlup, the "knowledge industry" represents numerous types of human activity united by him into five groups. The development of human capital today is not only the basis for the development of the information society, but also the modernization of the economy. The process of training highly qualified specialists capable of developing and implementing innovative projects should become a priority area for the transition to IE (innovative economy). IE does not arise spontaneously, it is formed by a set of qualified personnel.

FOREST MANAGEMENT IN THE CZECH REPUBLIC
Annotation: The article discusses the Czech model of forest management. The dynamics of changes in the area of forests and their share in the total area of the territory are studied. The rock composition of Czech forests and the factors that influenced the formation of its structure were studied. Special attention is paid to the management structure of the state forests of the Czech Republic. The organizational structure and functions of the state forest company "Lesy ČR" (Forests of the Czech Republic) are considered in detail. The responsibilities of forest owners and forest users assigned to them by the forest legislation of the Czech Republic are considered. The procedure for granting the right to use state forest resources through annual tenders is described.

IMPROVEMENT OF INNOVATIVE AND INVESTMENT ACTIVITIES OF "UZKIMYOSANOAT" JSC
Annotation: The article examines the role of industry in the national economy and prospects for the development of industry based on innovation. The issues of formation and development of innovative and investment activities of the chemical industry in Uzbekistan were discussed. The cost of industrial products manufactured at JSC "Uzkimyosanoat" enterprises for 9 months of 2020 amounted to 5 684,9 billion sлшums with a growth rate of 105,1%. At the end of 2020, the value of industrial products amounted to 7 704,6 billion sums, an increase of 118% (compared to 2019). In 2021, the growth rate of industrial production amounted to 9,291,1 billion sums, or 121,0% (by 2018).
The article shows that with the use of innovative projects and investment, the range of products produced by industrial enterprises of Uzbekistan increases, the volume of production of environmentally friendly products also increases. Imported products will be localized and the country's export potential will grow along with the economy of foreign exchange. Also, a sharp change in the types of products of JSC "Uzkimyosanoat" and changes in the proportions of products due to the needs of the Republic of Uzbekistan were analyzed. Proposals for further improvement of innovation and investment activities of JSC "Uzkimyosanoat" are also presented.

Annotation: The article describes the factors and tools that affect the mechanism of sustainable development of industrial enterprises. The industrial complex of Uzbekistan with a complex differentiated and diversified structure is the most important component of the entire national economy of the country. The changes taking place in the modern economy objectively contributed to the need of studying the issues of strategic management of industrial enterprises in the context of sustainable development. The article discusses theoretical approaches to this issue, different views on the definitions of the categories «sustainable development» and «economic stability». CONCEPTUAL AND METHODOLOGICAL FOUNDATIONS OF THE INNOVATIVE DEVELOPMENT OF MODERN RUSSIAN ECONOMY
Annotation: The Russian Federation, as a state with a market economy, needs an effective, socially oriented, scientifically based innovative development model that combines information and communication technologies with human capital.
The purpose of the study is to determine the doctrinal and methodological spheres of the introduction of technological innovations in the activities of business entities to create a mechanism for the application of innovations.
Foreign experience shows the importance of stimulating scientific, technical and innovative activities, developing high-tech sectors of the economy, increasing the knowledge intensity of production, priority financing, stimulating innovative entrepreneurship, and developing new business models of youth employment in the innovation sector. It is facilitated by the formation of a developed venture ecosystem (including incubators, accelerators, startups, foundations), the creation of import-substituting innovative industries, the improvement of the mechanism for implementing the public procurement procedure, the development of additional mechanisms for tax, customs, financial and targeted incentives, and the implementation of innovative projects within the framework of the state program for innovative development. Organizational and managerial innovations will have an economic effect if the following conditions are provided: the introduction of new computer programs and management decision support systems; the use of new technological tools in management; changes in the structure and content of information flows; introduction of electronic document management; changes in the organizational structure of management; introduction of new methods of motivation and stimulation of labor; improvement of the procedure for selection, training and professional development; management decision-making in the conditions of force majeure; changes in the system of goal-setting, mission, policy, strategy of the economic entities.
This is possible only on the basis of a scientifically developed doctrine, legislative consolidation and a proven implementation mechanism.

SPECULATIVE INCOME AND SPECULATIVE CAPITAL
Annotation: Capital employed in the production and sale of goods brings profit. Loan capital brings interest and dividends, i.e. only part of the profit. Capital that specializes in short-term circulation of stocks and other profitable securities is a speculative capital that generates income in the form of price differences, or speculative income. Speculative capital is formed by accumulating part of the profits of previous years and the current year. Speculative income is net income as a result, of the redistribution of speculative capital and therefore represents a special form of existence of the total profit of society. Hence, the economic nature of dividends, interest, and speculative income is the same. The necessity of the existence of speculative capital is rooted in the fact that, in contrast to the produced commodity, the price of a stock (bond) in a short time period does not have its own value basis, and therefore such a price is formed only in the very process of buying and selling. As a result, the existence of speculative capital makes possible the process of the emergence and maintenance of the market price of a stock (bond), and speculative income acts as a necessary incentive for the owners of money capital to participate in this process.

The relevance of the topic lies in a brief analysis of such well-known works as "To the Critique of Hegel's Philosophy of Law" and "Sketches to the Critique of Political Economy", as well as the first joint work of the authors "Holy Family." and F. RISKS AND PROBLEMS IN THE CONDITIONS OF DIGITALIZATION OF THE RUSSIAN ECONOMY
Annotation: The modern world economy is on the threshold of a mass transition to a new technological order, which will be based on high-tech production based on digital technologies. The transition to higher technological structures in the Russian Federation is complicated by the lack of a clear vision of its future and the ability of state authorities to form strategic technological priorities, the weakness of the national innovation system, resource constraints, and a large gap between developers and industry. The formation of conditions for the transition to a digital economy at the national level is characterized by the importance of developing socio-economic relations based on modern digital technologies, the need to increase the digital potential of Russia, the importance of creating theoretical and applied tools for modeling digital development. The article, prepared within the framework of the RFBR project " Development of methodology, algorithm and methodology for forecasting the needs of the digital economy of Russia in qualified personnel in the professional and qualification context "(8-010-00534a), presents the results of research on uncertainties and risks inextricably linked with the transition to the digital economy, analyzes the processes of informatization in federal districts and regions. Digitalization and informatization is an inseparable unity of processes: intellectualization, computerization, mediatization, associated with a high degree of uncertainty and risks. ASSESSMENT OF ADDITIONAL POPULATION MORTALITY IN THE CONTEXT OF THE COVID-19 PANDEMIC
Annotation: The medical, social and economic aspects of the impact of the COVID-19 coronavirus pandemic are still poorly understood in terms of their impact on the dynamics of overall mortality. Analysis of annual mortality due to the impact of the pandemic COVID-19 and develop a mathematical model of this process is extremely important to predict the development of disease, and to optimize the allocation of resources of the health care system as a whole. The article is devoted to the evaluation of methods for calculating the conditional additional mortality of the population as a result of the impact of the COVID-19 pandemic, which is registered starting from 2020.
There is a difference in the approaches in the estimates, which in the end can lead to significant losses. The primary task is to develop a common approach that will remove the contradictions in the approaches to such an assessment, both in terms of the structure of morbidity and the aspect of the burden on the country's health system.

PRACTICAL APPLICATION OF TIME ANOMALY ANALYSIS TO INCREASE THE CONTROLABILITY OF THE ENTERPRISE PROCESSES
Annotation: The problem of controllability and understanding of the main and auxiliary processes remains a controversial issue for many organizations, regardless of the size or focus of the company. This article describes the development, operating principles and benefits of the time anomaly analysis service. The research objective is a comprehensive study of the rationality and benefits of introducing a temporary anomaly service in an enterprise as weel as development of a new approach to the management and reengineering of business processes, based on the use of the service.
According to the results of the study within the framework of the article, it was concluded that when developing and actively using a new strategy for analyzing and reengineering business processes of an enterprise, using the service of time anomalies, there should be: qualitative and temporary advantages in analyzing a business process, a point approach within incident management process, reducing labor hours due to the automation of part of the control over the movement of processes.

ECONOMIC IMPACT OF EPIDEMIC AND PANDEMIC
Annotation: The article examines the consequences of epidemics and pandemics, their impact on various sectors of the economy, including health, agriculture and tourism. The first estimates of the impact of the new coronavirus outbreak are presented. It proves the need for investment to ensure financial stability to epidemiological situations. European-level initiatives in terms of solutions for disease prevention and control are considered. An attempt is made to characterize the impact of the epidemic on various sectors of national economies and their global impact on supply chains. The author reveals the features and experience of actions in the conditions of epidemics and pandemics in the historical aspect from the point of view of evaluating the effectiveness of economic policy. An important aspect of the study was the forecast of economic actions of the European Union to overcome the crisis and adapt existing development programs to new conditions.

COMPARISON OF INDUSTRIAL SAFETY ASPECTS OF RUSSIA AND SPAIN
Annotation: This research touches upon an issue of industrial security of the Russian Federation in its range of aspects. The analysis of industrial safety systems in the RF and in Spain have been performed. The report compares such aspects as legislation, control measures and accidents cause which are presented in a form of a table. Examples of recent accidents in Norilsk and Tarragona are given and evaluated. Also, the experience of successful companies such as LUKOIL and INDITEX is described. On the basis of the research suggestions and the improvement recommendations in the field of industrial safety in the RF are made and key aspects of minimization of risks such as prevention and control are presented.

The purpose of the article is to define the concept of the «Fourth paradigm» as a position that allows jumps in the trajectories of its dynamic changes from the standpoint of management theory and practice, which is important in the conditions of the Russian Federation. It is shown that there are at least two basic reasons: the initial worldview characteristics (genetic) of the primordial conditionality of the US, EU and Russia, and, accordingly, the effectiveness of the Russian management is largely illusory. However, the Covid-19 virus pandemic and the crisis provoked a decline in the birth rate and life expectancy, including in the Russian Federation. Hence the strengthening of the role of Taylor management.

ON THE ISSUE OF MANAGING THE PRESERVATION AND DEVELOPMENT OF RUSSIA'S NUCLEAR POWER POTENTIAL IN THE CONTEXT OF THE CRISIS
Annotation: Within the framework of the Soviet planned economy, work on foreign nuclear power plants was financed through Atomenergoexport, WHICH was a budget organization. The Association received funds on its accounts both for its maintenance and for all types of work on foreign objects. However, by the decision of the government, all foreign economic organizations (including Atomenergoexport) were transferred to full self-financing on January 1, 1991. At the same time, state funding for all foreign projects was stopped. In fact, at the same time, the monopoly of foreign trade was abolished.
In the early 1990s, almost all machine-building enterprises were left without orders for nuclear power. Nuclear power engineering in the former COMECON countries was at first threatened with extinction, and in the end, most of it was lost to the technological chain for the production of equipment and components for nuclear power plants. A similar pattern was observed in Russia and in the newly independent States formed in the USSR. The lack of orders for nuclear power plant equipment has resulted in a decrease in production in many enterprises, forced the reorientation of production capacity of some of them on the issue of non-core products, the gradual destruction and loss of unique technologies, the mass Exodus production of skilled personnel.
Atomenergoexport expected the state to allocate funds for pre-contract work. However, the meetings of the AEE management with the heads of Russian agencies (MES of the Russian Federation, MFA of the Russian Federation), could not convince them of the need to allocate funds. Their position, as a rule, was reduced to two points:
– after the Chernobyl accident, trust in the Russian nuclear power industry has been lost for a long time, if not forever;
– the government has no money and, in market conditions, " saving drowning people is the work of the drowning people themselves."
Realizing that under the current conditions, we have to rely only on our own resources, Atomenergoexport HAS developed an active non-core foreign economic activity. Using the business contacts established during the previous years with foreign companies, as well as the knowledge and experience of employees in the field of foreign trade, the Company was able to quickly find a new niche in international trade and carry out quite profitable export-import operations for a wide range of products.
The belief in the successful development of nuclear power after the end of the crisis made it possible to make a decision to send part of the profit, in the absence of funding from the state, to develop the necessary project materials, to ensure the negotiation process with potential customers, including sending specialists abroad and receiving specialists from the customer in Russia.
In the early 1990s, there were discussions in Russian society and the government about the need to "get off the oil needle". Taking this into account, Atomenergoexport actively began to apply to various state authorities, as well as to the government of the USSR, and then to Russia, with proposals for implementing a number of steps aimed at obtaining new orders for the construction of nuclear power plants abroad. Our arguments were simple. Implementation of such orders:
− providesasignificantincreaseinproductionvolumesinvariousareasof the Russian economy; solves a whole range of important social and economic problems;
− provides employment for the population within the country (on average, about 300 enterprises and tens of thousands of employees participate in the implementation of the NPP project abroad as sub-contractors);
− increases the filling capacity of regional budgets;
− increases the global competitiveness of Russian equipment in particular and Russian high technologies in General.
In fairness, it should be said that in 1998, it was Aven, as President of Alfa- Bank, who contributed to the adoption of a risky decision, as many then believed, for the Bank to allocate JSC Atomstroyexport (the successor of VO Atomenergoexport), almost without collateral, a credit line in the amount of more than $ 100 million. to implement the contract for the construction of nuclear power plants in China. Not a single state Bank decided to do this at the time.

Annotation: The article reveals the theoretical foundations of motivation and stimulation. The experience and the main ways of motivation and stimulation of teachers are shown. The following methods were used in the work: analysis; synthesis; study of specialized literature; statistical methods; psychological testing. Based on a survey among teachers, characteristic motivational factors were identified depending on the length of service and age of teachers, as well as the main motives for teachers. In addition, this paper offers recommendations on the development of complexes of motivation and stimulation for work in a general educational organization.

EMPLOYMENT IN SINGLE-INDUSTRY TOWNS: MANAGING INSTABILITY
Annotation: The article is devoted to the issues of providing sustainable employment for single-industry towns. The transition to a digital society, which has the format of changes in communication technologies and motivation of labor behavior, has significantly changed the labor market in Russia. There is a widespread introduction of non-standard forms of employment, which gives not only positive effects, but also negative risks. To minimize these risks, it is necessary to find mechanisms to increase the economic and social security of workers. The work uses foreign and Russian studies on the problems of precarious employment. The subjects of this study became characteristics of employment in relation to the labor market of single-industry towns. The hypothesis of the study is that, despite the variety of conditions for the socio-economic development of single-industry towns and types of employment, it is possible to develop a unified approach to combining sustainable standard and non-standard employment in them. The study showed that the situation on the labor market in single-industry towns remains tense. The number of people employed in single-industry towns is decreasing, and their working and employment conditions are decreasing. The political system of employment management in single-industry towns involves the development of a set of measures aimed at developing balanced standards and non-standard forms of employment. Practical research results can be used in the development of proposals.

SPECULATION AS A REGULARITY OF THE FINANCIAL EXCHANGE AND OTC MARKET (IN DEFENSE OF SPECULATION)
Annotation: Speculative activity is a necessary component of the purchase and sale relationship in the stock and foreign exchange markets, as well as in the market for financial derivatives. Speculative activity has the most pronounced public character in the exchange markets. The economic purpose of speculation in these financial markets is twofold. On the one hand, speculative trading, due to its massiveness and systematic nature, acts as a key way of setting prices for financial assets (stock assets, financial derivatives, exchange rates), which, unlike the prices of material goods, do not have their own cost basis. On the other hand, speculative participants in the financial market use personal savings as a source of their commercial money capital, which are thus involved in the circulation of social capital rather than being used for personal consumption. Speculation allows to make the random pricing of financial assets logical.

Annotation: The article analyzes the content of the concepts of charity and patronage, identifies the features and functions of each of them. The role of culture and society's interest in it as a preserving and integrative basis for the nation's determination is constantly growing. The accumulated and selected knowledge grows, becomes more complex and is transmitted from generation to generation, which in turn determines the further development of culture and society in general. This implies that the main task of culture is to accumulate and preserve those cultural and social phenomena that correspond to the needs of social development.
Society's interest in culture is manifested through the desire to know the problems of culture in the context of historical development, which becomes possible by the view and touching of preserved material and material carriers of socio-cultural information of bygone eras .
The preserved wealth of a society at certain stages of its development requires attention and care of specific interested representatives.
Today, there is a number of technologies to support culture, the use of which allows to accommodate the need for financial resources: fundraising technologies, as well as charity, sponsorship and patronage. Although these technologies are widely used and are usually covered in detail in the literature on art management, there is a problem in interpreting these concepts, especially in terms of charity and patronage as synonyms.

Annotation: Forms of social relations are constantly changing with the development of scientific and technological progress. But these changes do not yet lead to a decrease in private interest in the growth of profits and private wealth. However, in the developed countries of the world, including our country, especially among young people, sentiments are growing about the need for major changes in the use of public resources in order to ensure an environmentally safer life and for a more dignified life for wider sections of society. This kind of redistribution of public resources can affect the existing balance of the distribution of cash income between the rich and poor layers of modern society. Annotation: Elements of the theory of participation of the population in the implementation of local self-government, in the conditions of its inclusion in the system of public power and changes in the economic basis of municipal management are described. Based on the generalization of the results of sociological studies of the real situation with local self-government in large cities, barriers to the development of local self-government were identified. Barriers associated with a weak level of management of involvement processes on the part of the local government administration are investigated. The focus is on the organization of public information and feedback from the administration on the proposals of active citizens. Measures to eliminate the barrier of low level of organization of informing the local population are considered. The factors and conditions for improving the management decision-making of municipal authorities based on feedback from active citizens are studied. A set of measures for organizing work with the opinions of active citizens in the municipal government system is proposed. The prospects of self-government development in the direction of increasing the level of digitalization of management processes and creating a digital municipality are considered. Annotation: Management of cash flows of the organization has a direct impact on the financial condition. You need to know that the financial stability of the company provides the optimal amount of cash flow. Excess cash may cause it to depreciate; deficit – to stop production, worsening financial condition and bankruptcy. The article discusses the basic methods of analysis and cash flow management. On the example of the activities of the company PJSC Rostelecom, the main problems in cash flow management are identified and possible directions for solving these problems are presented. As an additional tool, a way to optimize the cash balance using the Baumol – Tobin model is proposed and described in detail. Annotation: The article attempts to show the basics of context as the General meaning of the used principles, concepts and some technologies related to the circumstances of reducing the effectiveness of management at the present stage. At the same time, the increasing unknowability of its subject area is shown. The reason for emphasizing the modernity of relations is substantiated. The characteristics of the crisis of the modern man-Manager-talent-generation Z, requiring increased motivation initially, especially young people who do not want to work actively in the shops, laboratories, offices, and always and continuously studying. Methods of their early education to work are considered.

SPECIFIC ASPECTS OF USING LOGIC IN ECONOMIC QUALITATIVE ANALYSIS
Annotation: Human statements, judgments, and conclusions are usually based on the laws of formal logic and the criteria of truth and falsity. The inconsistency of the construction means the incorrect nature of the result, and adherence to logic as if guarantees its truth. However, statements are known from the history of logical science that contradict logic, because are both true and false, or represent a logical paradox. Economic practice is also not a place where, using the laws of formal logic, one can achieve the right result. It is well known that a logically coherent and positive and negative conclusion can always be made to justify an economic decision. This is rooted in the fact that every essential utterance is a unity of truth and falsity. The manifestation of the degree of balance of such truth and falsity is only a quantitative assessment of the probability of a future state expressed by the utterance of an economic relationship. But more importantly, even human practice itself is not a criterion of "final" truth because it is a person's activity with all its "good and bad" qualities that can turn "good" into "bad" and vice versa.

REMOTE BANK SERVICES – THE BASIC FACTOR OF DIGITAL TRANSFORMATION IN RUSSIAN BANKS
Annotation: The analysis of the digital transformation of Russian banks generated by the development of remote banking services is carried out.
The relevance of the study is determined by the lack of a unified strategy for implementing remote service systems, optimal schemes and models for its application, as well as the need to improve the existing banking operations.
The study was carried out by analytical, abstract-logical, economic and statistical methods.
The author investigated the quantitative and qualitative characteristics, the degree of development of infrastructure, technologies and organizational principles on which the systems of remote banking services for legal entities and individuals in Russia are built, the main trends in their development are shown.
The significance of the research results consists in the possibility of increasing the efficiency of remote service as a result of applying the principles set forth in the article: customer focus, interactivity, self-learning and adaptation, organizing multilevel relationships with a large number of contractors, considering the many vaguely defined factors that determine the fuzzy nature of the modern digital economy.
Electronic banking systems should provide the ability to intensively self-learn and adapt, implement innovative recommendations based on successful industry experience of foreign and domestic banks, analyze abstract and newly formed risks, recognize and prevent them, quickly respond to negative changes, work independently not only with the basic elements of banking structure, but also with external partners of the credit institution.
Orientation to these principles will allow banks to implement a wide coverage of the client base, improve the quality of service and the degree of customer loyalty of the bank, ensure cost-effectiveness in servicing, automate settlements and, as a result, reduce labor costs. Banks have the opportunity to provide various banking services around the clock and, accordingly, to make a profit around the clock, create and actively develop new sources of profit.
Among the reasons restraining the development of remote banking services, institutional (imperfect legislation), sociocultural (a set of traditions and stereotypes), technical (absence in remote regions with poorly developed or inaccessible telecommunications infrastructure, low Internet speed), and risky (low level of security) are highlighted.

Annotation: The article analyzes the current model for evaluating the effectiveness of investment activities and provides conclusions about the level of development of the current state of railway transport in the Republic of Uzbekistan. NON-MARKET MODEL OF RUSSIAN FUNDAMENTAL SCIENCE
Annotation: Fundamental science is central to the general system of sciences. At its core, the development of society is determined by scientific and technological progress, and its historical stages are the result of achievements in the field of fundamental science. The absence in the country of fundamental science predetermines its relative lag behind those countries of the world in which a balance is maintained between the financing of basic and applied sciences. In developed countries, this balance has developed historically. In Russia, such an attitude to the organization and financing of fundamental science should be developed that will allow to maintain the country's high defense capability and its economic growth. A necessary condition for the existence of fundamental science in the country is a sufficient level of general (mass) education, ensuring the reproduction of national scientific personnel. The Russian Academy of Sciences is a natural basis for maintaining a high level of development of fundamental science in existing market conditions. But for this it is necessary to maximize its autonomy both in the field of organization of science from most government bodies, and in the field of financing fundamental science in relation to existing market relations.

Annotation: This article deals with current planning system, which is applied in the USA. It consists of various elements that were learned and explained in the article. Strategic, operational and tactical planning elements are essential parts of the US planning system on different levels (from individual and household up to federal levels). Special attention is paid on natural disasters, due to geographic and climate issues of the USA. Also, integration processes of federal authorities, non-profit organizations, private sector of the economy and particular households should be maintained, because they could be closely connected between each other in case of natural disasters. Usually non-profit organizations and federal authorities helps individuals and households in different unforeseen circumstances. Each of the six elements of the planning system of the USA are described in details. Team building processes, understanding of particular situations, setting determined goals and tasks, plan development and its preparation for its approval and plan implementation are clearly defined in the article and explained.

Annotation: This article is not about "successful managers-managers", business owners, employees, including top managers and officials. It is devoted to the ambiguous understanding of the interaction of the diversity and complexity of trajectory changes in the features of technological structures and human talents in order to study the subject areas for creating conditions for a self-created "jump" of the Russian economy, considering the dynamics of management globalization. The authors attempted to identify principles and communication concepts, structure and human resources Manager – Executive – talent and show the value of their phenomena of self-organization and nonlinearity and chaotic changes, including in relations talent with unconditional unpredictable intersections of the trajectories showing how the chaos of the subject areas and the dynamic characteristics of structures. It is stated that the increasing uncertainty of the role of talent as an active subject of the business process and talent as an engaged Manager is due to the lack of knowledge of the problems of chaotic changes in the subject area of a particular management. There is a growing complexity of management as a coordinating activity in Russia due to the underdevelopment of the previous ones and the slowness of the development of the current information system. The context as the General meaning of the principles and concepts used in the article consists in their multi-disciplinary nature in the context of the so-called "strategic initiative "Industry 4.0" (2013), which required the management of Russia to simultaneously modernize Taylorism and "jump" through the information system in the world based on artificial intelligence.
The possible dead-end prospects of management in conditions of overall development of the unique "self-assembling" artificial intelligence of the late fifth – early sixth (simultaneously) to seventh order. It is proposed in the conditions of chaotic and turbulent changes in the characteristics of culture recognition in the format from individual talent to the system of relations as a "Strategic coordinating tool", for example, "fading" management and, accordingly, human-Manager-talent in the conditions of "Industry 4.0" modernization of Taylorism and "leap" through the information system in the world based on artificial intelligence.

Annotation: The relationship between science and religious faith has many sides. For example, on the one hand, we are talking about the usefulness of science not only from the standpoint of society, but also religion. On the other hand, the question of the reasons why there are believers even among scientists is interesting. Science is useful to society because it is the foundation of its development, progress and improvement. But science can also be useful for religion because the results of science in the form of expanding the circle of ignorance and infinity of knowledge of the origins of the world and life under certain conditions can be used as a justification for the existence of God as a Creator. PROBLEMS OF EMPLOYMENT OF PERSONS OF THE OLD AGE IN THE DIGITALIZATION EPOCH
Annotation: The article deals with the actual problems of the modern Russian labor market in the conditions of digital economy development, presents the current trends in the structure of the labor force, as well as the results of the analysis of factors affecting the employment of older persons. The data of researches confirming existence of steady stereotypes at employers concerning employment of workers of senior age groups are presented. The authors propose possible solutions to the revealed problems in order to improve the efficiency of the use of the potential of older citizens. The article presents the results of an original pilot sociological study that reveals the vision of youth of the problems of employment of older people in the modern world, and also predicts the persistence of the problem of ageism in the horizon of 25-30 years. In this context, the necessity of modernization of the state policy in relation to older citizens and employers in whose organizations this category of personnel is present is shown. The proposed measures are aimed at combating age discrimination and will allow the state to implement the principle of justice in relation to people of older age groups.
