Founded in 1907
Viktor I. Grishin was born on February 17th, 1951, in the village of Sudosevo in Bolshebereznikovskiy region, the Mordovian ASSR. He graduated with honors from high school, entered Tomsk State University of Control Systems and Radioelectronics.
V.Grishin started his work as an engineer at the Dzerdzhinsk branch of Experimental design bureau of automation. Later he becomes a senior operator at Saransk research institute "Elektrovypryamitel", then he transferred to Mordovian Republican Union "Selkhoztekhnika", and then to the "Mordovgrazhdanproekt" institute.
Since 1985 Grishin had been working in the public authorities of the Republic of Mordovia as Deputy Chairman of the state planning Commission.
Since 1993 – the Minister of Economy. Those years the Ministry had been working on the transition to program-target management of the economy of the Republic. Together with colleges and scientific institutes of the country, the Ministry conducted a research on issues of economic development of Mordovia. In the process of the research the Ministry of Economy of the Republic of Mordovia had been closely operating with Plekhanov Academy.
In 1996 Viktor Grishin had been appointed to the position of Deputy Chairman of the Government of the Republic of Mordovia.
He was three times elected as a Deputy of the State Duma of the Russian Federation: 1999 – the 19th Saransk single member constituency; 2003 – the 20th Saransk constituency, 2007 – the party list of "United Russia".
From 2000 until 2002 - the Deputy Chairman of the Committee on Federation Affairs and Regional Policy of State Duma.
From 2002 until 2007 - the Chairman of the Committee on Federation Affairs and Regional Policy of State Duma.
At that moment the Committee focuses on the improvement of fiscal federalism, the legal provision of inter-budgetary relations between the Federal bodies of state power and bodies of state power of subjects of the Russian Federation.
On January 27th, 2006, Higher Attestation Commission gave Grishin the scientific title of Ph.D.
On September 8th, 2008 Viktor Grishin was elected as Head of Plekhanov Russian Academy of Economics.
V.Grishin is an honorary doctor of Sciences of Plekhanov Russian Academy of Economics.
He defended the dissertation on competition of degree of candidate of economic Sciences on the theme "Organizational and economic bases of reforming of economy of the Russian Federation" and the dissertation on competition of a scientific degree of the doctor of economic Sciences, "Regional economic policy in the conditions of reforming of economy of the Russian Federation".
