About the Department


The main goals of the chair of Public Administration:

  • Supporting the high level of teaching and training process, using the latest study materials and computer technologies.
  • Developing of scientific activities in the field of global governance, public policy, public and municipal administration.
  • Keeping and developing communications of the Chair with leading universities of Russia and other countries and with different departments of the government authorities.
  • Increasing of the capacity building of the chair's staff.

The history of the creation of the Chair of Public administration


The necessity of creating of the Chair has raised long time ago, but it took particular time to prepare and make the final decision. Originators studied the organizational and legal aspects, theoretical and methodological bases of training professionals of public and municipal administration in the Russian Presidential Academy of National Economy and Public Administration (RANEPA), in the State University of Administration (SUA), in the Higher School of Economics (VSHE) and in Lomonosov Moscow State University (MSU).

Basic theoretical and methodological foundation of study in leading Russian universities conducting training in the specialty "Public and municipal administration" (VSHE, SUA , MSU, RAGS) is legal base. In contrast with their approach Plekhanov Russian university of Economics pay special attention to fundamental economic training in combination with a set of management disciplines.

Making the program for bachelor students of the new specialty "Public and municipal administration" in the direction "company management" at the Faculty of Management had begun in September 2007. The first meeting of the department of Public and Municipal Administration was conducted on December 20, 2007. The list of disciplines provided complex and targeted training of bachelors was defined. The list of programs and the schedule of class hours were elaborated for new specialization. Teaching staff for reading the relevant courses, seminars, workshops and scientific conferences with students was selected.

At the moment there are 40 staff members in the Department among them 8 professors, 14 associate professors, 5 senior teachers. Among the teaching staff are 1 academician, 10 doctors and 16 candidates.

In particular, the Head of the Department is the best teacher of the year-2012, 2013, 2014., the Head of the Department Ph.D. Abramov Ruslan Agarunovich, dean of the faculty of general economic Ph.D. Zinchuk Galina Mihaylovna, RANS Academician Andrey Vladimirovich Orlov, honored Economist of the Russian Ph.D. Vyacheslav Ivanovich Volkov, Head of the Russian President for Domestic Policy Oleg Viktorovich Morozov, Executive Secretary of the Parliamentary Assembly of the Union of Belarus and Russia, State Duma deputy Sergey Georgievich Strelchenko and many other professionals.

The main goal of the Department is providing intramural and extramural students and other modes of study with the latest modern materials in the field of state and municipal government.

Scientific activities of the department are led by professors and associate professors in both traditional and new areas of theory and practice of public administration and management. Conferences, seminars and round table discussions on the modernization of the Russian economy and public administration are held regularly. The department is teaching postgraduate students, doctoral students and competitors. In addition, the scientific activity is led by the chair in the framework of grants and other scientific researches.
