The Third International congress Smart Russia 2016 carried out at PRUE

​The Third International congress Smart Russia was held at PRUE on November 9-10, 2016. The purpose was an in-depth examination of conceptual issues and practical achievements in the development of "smart" nation, which currently refers to national efforts to ensure a better life for all citizens through maximum use of knowledge and technology. The event was attended by more than 400 people, among the participants there were representatives of government, business, civil society, academic community, international organizations and mass media.


The event was organized by Plekhanov Russian University of Economics, the Financial University under the Government of the Russian Federation, Institute of the Information Society, the Russian Union of CIO, Analytical Centre for the Government of the Russian Federation, Intelligent Enterprise magazine,

UNESCO Institute

for Information Technologies in Education. The general sponsor was 1C Company.


The Congress started out with a plenary meeting "The conceptual questions of the "smart nation" development: government – economy – education", moderated by B.B. Slavin, research supervisor of Faculty of Applied Mathematics and Information Technologies of the Financial University.


Viktor I. Grishin, rector of PRUE, opened the event with welcome speech. "When we speak of a clever, intellectual society, we should keep in mind that now a new informational paradigm is forming. Everything has changed, and so the sphere of education. The more the higher is the dynamic of these changes. There is  so much depended on technologies".


The Chief of Educational and Scientific Center "Cybernetics", S.A. Lebedev, read out greetings from the representatives of Minkomsvyaz of Russia, the Government of Moscow area, the World Bank, Social Insurance Fund of the Russian Federation.


Alexey O. Kozyrev, Deputy Minister of Telecom and Mass Communications of the Russian Federation, in his speech spoke about the strategy of e-government development from 2015 to 2020: the portal of state services, the emergence of new popular services, basic transformations (the transition from orientation to departmental processes and the focus on the needs of the user; the introduction of modern management approaches), performance indicators, goals and objectives – improve the quality of life of the population and business activities, as well as improving the efficiency of public administration through the use of e-government.


Yuriy E. Khokhlov, a RAI academician, Chairman of the Board of Directors of the Institute of Information Society Development, commented A. Kozyrev's report and highlighted the problems of electronic government: "Regulations and administrative processes that remained from the past must be transformed radically. Also in our country there is not yet a sufficient information culture and information literacy".

 Valeriy L. Makarov, director of the Central Economic Mathematical Institute of RAS, RAS academician, made a report on the topic:"Computer models support the strategic planning and management in Russia", told about the projects that dominate in the instruments of the country and the world's unity, of computer (digital, virtual) models of the economy and society.


Juan Navas-Sabater, Head of ICT programmes in Europe and Central Asia of the World Bank Group, presented the report "Accelerating digital transformation". He spoke about a report about the world development 2016 "Digital dividends", which states that digital technology can accelerate growth, extend capabilities, improve quality of services.


Further, for the guests there was organized an tour around the museum of PRUE. Also there were presentations of technological solutions suppliers and projects for "Smart government, "Smart cities", "and Smart education".


 The Congress for the past two days had been working in sections and thematic sessions: "Digital economy: Perspectives for Russia", organized with the support of the World Bank; "Smart education"; "Smart city"; "Smart government"; "Knowledge Economy".


November 9 the panel discussion ""The conceptual questions of the "smart nation" development: government – economy – education" concluded the event. It was moderated by E.Yu. Khokhlov. November 10 there were held joint sectional meetings and a closing plenary conference.


The Congress will be published in a special issue of the scientific-analytical journal "Information society". Selected papers will also be published in the journal "Open education".
