PRUE holds International scientific and practical conference “Precarity of employment: global and Russian contexts of the future of work”

​On October 26-27 2017 Plekhanov Russian University of Economics and Institute of socio-economic problems of nation of RAS (Oct 27) held the International scientific and practical conference "Precarity of employment: global and Russian contexts of the future of work".

  

The event was held with the grant support of the Russian Science Foundation (RSF) as part of the development perspective "Precarity of employment in the Russian Federation: state and trends of decline" No. 16-18-10140 research group under the leadership of Honored worker of science RF, doctor of Economics, Professor V. Bobkov, Scientific school "Human Resource Management", head of the Honored worker of science of RF, doctor of Economics, Professor Y. Odegov), laboratory of "Problems of the level and quality of life of the population", Institute of socio-economic population problems of RAS (head, Honored worker of science RF, doctor of Economics, Professor V. Bobkov).

 

On October 26 at the plenary session of the Conference with a salutatory word to a wide audience asked Vitaly Minashkin, Vice-rector for research of PRUE, doctor of Economics, Professor. Minashkin has acted with a salutatory word to the participants of the conference, emphasizing the growing research interest in the problems of precarious work.

  

In the plenary report Vyacheslav Bobkov, head of research project "Precarity of employment in the Russian Federation: state and trends of decline" was identified its goals, objectives, current development, recommendations made publications, scientific events, as well as announced the priority areas for future research within this research project.

  

At the plenary meeting presentations were also made by Rolf Hepp, Professor at the Free University of Berlin (Germany), coordinator of the international network group "Social uncertainty, precarity and inequality" (SUPI), Oleg Sokolov, Secretary of the Federation of independent trade unions of Russia.

  

At the plenary discussion, Marco Ricceri, General Secretary of the Institute of political, economic and social studies EURISPES (Rome, Italy), Nikolay Volgin, Advisor to the General Director of the research Institute of labour under the Ministry of labour of Russia, doctor of Economics, Professor, honored scientist of the Russian Federation, Larisa Smirnykh, Professor, HSE, PhDIn pointed out the high importance of the study of the phenomenon of the precarization in the modern globalized world.

  

The conference discussed the state of the domestic and foreign research on the problem of precarious work, the shape and dimensions of precarious employment in Russia, the specifics of precarious employment for the most vulnerable social groups in the labour market, modern transformation processes in the sphere of socio-labour relations, the future of the workplace, features of legal regulation of the labour market and the institutional basis of labour relations as factors of reducing precarious employment.

 

In the framework of the conference on October 26 PRUE held meetings four thematic sections:

Section 1. The future of work: flexibility and instability or flexibility and stability without instability?

Section 2. Who is subject to the risks of precarious work and how to avoid them?

Section 3. Labor law and the future world of work: modernization or preservation approaches.

Section 4. The institutions of the labour market and society: reducing the risks of unstable employment, we reduce the risks of instability of society.

  

On October 27, PRUE summed up the plenary sessions and the workshops, and discussed international cooperation on reducing the volatility of employment. Moderators and secretaries of sections have presented the generalized conclusions and recommendations for consideration during discussions of issues. A presentation of the achieved results was made by the participants of a research Project: Kvachev Vadim, associate Professor of Academic Department of Human Resource Management, PRUE, candidate of social science.; Laktukhina Natalia, Professor of Academy of labor and social relations, doctor of Economics, associate Professor; Meshkov Vladimir, associate Professor of Academic Department of Management Theory and Business Technologies, candidate of Philosophy, associate Professor; Irina Novikova, head of laboratory of regional socio-economic problems of the economic faculty of the Amur state University, leading researcher, candidate of Economics, associate Professor; Elena Odintsova, senior researcher, Institute of socio-economic population problems of RAS, PhD; Valentina Pavlova. senior researcher of Scientific school "Human Resource Management", candidate of economic Sciences; Shichkin Igor, associate Professor of Academic Department of Human Resource Management, candidate of economic Sciences

 

The international conference ended with a round table, held in the Institute of socio-economic population problems of RAS, where leading Russian scientists with their foreign colleagues analyzed the socio-demographic factors of unstable employment.

 

The conference acted as a platform for research of the problem of precarious work for more than 100 participants – leading scientists representing the international community of Belarus, Italy, Germany, Hungary, Kazakhstan, France, and Russian researchers from the Russian regions (Voronezh, Veliky Novgorod, Vologda, Izhevsk, Moscow, Moscow oblast, Omsk, Orel, Saint Petersburg, Saratov, Ufa, Yakutsk, etc.).

 

The conference was attended by representatives of the International network group "Social uncertainty, precarious work and inequality" (SUPI), representatives of the Federation of independent trade unions of Russia, State Duma of the Federal Assembly of the Russian Federation, Committee for labour and social protection of Moscow.

 

Among the participants of the conference there were distinguished guests from foreign countries: Professor Svetlana Shevchenko (Belarus), Professor Judith Csaba (Hungary), Professor Rolf Hepp (Germany), Professor Peter Herrmann (Germany), Professor Sabine Kergel (Germany), Professor Alexander Sieg (Germany), Professor, Secretary General Institute for social, economic and political studies EURISPES, Marco Ricceri (Italy), Professor Elena Sadovskaya (Kazakhstan), Professor Sayra Esimzhanova (Kazakhstan), Professor Dominique Besson (France).

 

Scientists from leading Russian universities and research organizations, experts in the field of employment, migration and labour rights, representatives of state structures and trade unions, students and graduates of Russian educational institutions attended this scientific event.

 

The conference was held working meetings with the leadership of the University. Scientific Director of PRUE, Professor Sergey Valentey in conversation with Marco Ricceri discussed promising areas of cooperation with the Institute of political, economic and social studies EURISPES, Rome, Italy, based on the Situation centre for socio-economic development of regions of the Russian Federation.

 

Head of the international activities of PRUE, doctor of Economics, Professor Leonid Bragin told the foreign guests about the directions of the international activities of the University, internships, exchange programs, close cooperation with foreign partners, and high attractiveness of the educational programs of the University and growth trends in the number of foreign students.

 

In accordance with the programme of scientific activities in PRUE were the guest lectures of foreign scientists.

 

The conference issued the collective monograph: "Instability of employment: Russian and international contexts of the future world of work" (chief scientific editor, doctor of Economics, Professor V. N. Bobkov / Publ Railprint, 2017. – 560 p.), in Russian and English languages, which was presented to all registered participants.

 

The participants of the conference highly appreciated the level of organization and holding of the event, noting the importance of the reached within the framework of scientific Project results and the need for further joint research of the problem of precarious work.
