
Here is the list of master's degree programs to apply for in 2021.
STATE-FUNDED PROGRAMS
Within the education quotas,
established by the Government of the Russian Federation for foreign
citizens and stateless persons (in accordance with the Government decree
№ 638 of August 25, 2008 “Cooperation with foreign countries in
education”), the following form of admission are financed by the Russian
Federal Budget:
a) by the assignment of the Ministry of Education and Science of the Russian Federation,
which is issued by the Federal Agency for the Commonwealth of
Independent States, Compatriots Living Abroad, and International
Humanitarian Cooperation (Rossotrudnichestvo; first choose your country in the top left the link on the main page). In order to learn about quotas for your country please contact the representative office of Rossotrudnichestvo in your country.
b) by the referral of the Ministry of Education and Science of the Russian Federation, on the basis of the annual open competition among Russian universities
within the pre-emptive right enrollment of the foreign citizens and in
accordance with the total quantity of budget places provided by the

DOCUMENTS TO APPLY FOR STATE-FUNDED MASTER'S DEGREE:
Application form (issued and filled in at the International Office);
CV (issued and filled in at the International Office);
Permission for processing an applicant's personal data (issued and filled in at the International Office);
Bachelor's diploma or any higher education certificate + a translated copy;
The recognition of foreign diploma or a certification of qualification (check the list of countries on National Information Center websiteor
contact +7 (495) 317-17-10 (Moscow State Mining University) and find
out whether your diploma/certificate requires the recognition);
Referral
from Ministry of Science and Higher Education of Russia for foreign citizens
and compatriots abroad, which apply at the federal budget funds' expense;
Birth certificate + a translated copy;
Document proving the identity and citizenship of an applicant + a translated copy;
International medical certificate or the form "086 Y";
Medical insurance (acquired after enrollment);
HIV-negative certificate;
6 photos (size 3x4);
National passport, Migration card, VISA;
TORFL certificate (if required).
Terms of application period in 2021: from 19 June until 24 July 2021.
Applicants entering by the referral must check the dates with the Ministry of Education and Science of the Russian Federation.

Steps of becoming a Plekhanov University student:
Step 1: Submission of documents
In order to study at Plekhanov Russian University of Economics foreign applicant needs to come to Russia with a tourist visa by the 20-s of June and submit to the of Organizing and Visa Support department the following documents: letter of request for admission, filled-in application form, consent to processing of personal data, official copy of a document of previous education with the list of subjects and grades translated into Russian:
* Foreign students applying for graduate (master) programs are obliged to nostrificate their diplomas and/or certificates of higher education.
The nostrification - professional recognition enables the holder of the foreign qualifications to pursue professional activities in the Russian Federation. See more on the website of National information center.
The decision on recognition and equivalence of educational qualifications is made by the Federal Education and Science Supervision Service (Rosobrnadzor).
Step 2: Entrance exams
All applicants are obliged to take an entrance test, which usually takes place by 25th of June (please, contact the International Office for more details). The results of the test are announced within 3 days after the examination. It should be noted that in order to come to Moscow and take a test at PRUE, foreign applicants from abroad are needed to apply for a tourist visa.
Step 3: Tuition fee and invitation issue
In order to receive the official invitation (this is a key document to apply for a Russian student visa) applicants pay tuition fees, which depend on the program of study. After the payment of tuition fees applicant submit to the Organizing and visa support department following documents and information: copy of the first page of passport (page with photo), country and city of birth, postal address, date of entering Russia for studying, place of visa application (country, city). The invitation is to be ready in about 20 days after submitting the documents and to be sent to the applicant's residence address via express-post.
Step 4: Application for visa
Upon receiving the invitation, an applicant applies for a Russian visa.
